Following the onset of the Cold War, West Germany did not pursue any war criminals for over twenty years. Thousands of them led normal lives often in positions of prominence, power and wealth, protected by Chancellor Konrad Adenauer in office from 1949 to 1963. Agency 114 was established within the Gehlen Organization soon after World War II. The United States Army, seeking intelligence on activities of the Soviet agents within the American-occupied zone, brought the assignment to Reinhard Gehlen previously in the Wehrmacht,〔Klaus Eichner, Gotthold Schramm, et al (2007).
